II. Meşrutiyet ve Mütareke devrinin mühim siyasî figürlerinden birisi Gümülcineli İsmail Bey’dir. İsmail Bey, II. Meşrutiyet’in ilânı sonrasında Gümülcine’den Meclis-i Mebusan’a mebus olarak girmiş, bir müddet sonra ise İttihat ve Terakki Cemiyeti’ne muhalefete başlamış, 21 Kasım 1911’de de Hürriyet ve İtilaf Fırkası’nın kurucuları arasında yer almıştır. Hürriyet ve İtilaf Fırkası’nın teşkili sonrasında her zaman İttihatçılarla siyasî mücadele içerisinde olmuştur. Cihan Harbi’nin sonlarına doğru İttihat ve Terakki Cemiyeti’nin iktidarı bırakması ve Mondros Ateşkes Antlaşması’nın imzalanmasıyla birlikte Hürriyet ve İtilaf Fırkası mensupları siyaseten öne çıkmışlar, Mart 1919’da Damat Ferit Paşa hükûmetinin kurulması ile birlikte iktidar olmuşlardır. Gümülcineli İsmail Bey, Damat Ferit hükûmetinde nazır olabilmek için gayret sarf etmiş olsa da fırka arkadaşları kendisini o makamda görmek istememişlerdir. Nihayetinde İsmail Bey, 11 Mart 1919’da, Sultan Vahideddin’in irade-i seniyyesi mucibince Bursa Valiliğine tayin edilmiş, adeta merkezden uzaklaştırılmıştır. Mondros Mütarekesi’nin tatbiki bağlamında işgallerin gerçekleştiği bir dönemde Bursa Valisi olan Gümülcineli İsmail Bey, Bursa’da ciddî huzursuzlukların çıkmasına sebep olmuştur. Bursa’daki Millî Mücadele’ye ilk başta destek çıkmış, ancak Damat Ferit Paşa hükûmetinin karşı duruşu sebebiyle tavrını değiştirmiş, Millî Mücadele’yi yürüten kişilerle mücadeleye girişmiştir. Bu sebepledir ki valilik görevinde fazla tutunamamış ve Haziran 1919 itibariyle Bursa’yı terk ederek İstanbul’a gitmiştir. İstanbul’da da Damat Ferit Paşa hükûmeti ile anlaşamamış, hatta bir ara tevkif edilip Divân-ı Harb-i Örfî tarafından sürgün ile cezalandırılmıştır. Bu çalışmada; Osmanlı Arşivi kayıtları ve dönemin matbuatı merkeze alınarak Gümülcineli İsmail Bey’in Bursa Valiliği dönemi ve etkileri ele alınacaktır.

Abstract:

One of the leading political figures of the Second Constitutional Monarchy and the Armistice Period is Mr. Ismail from Gümülcine. Mr. Ismail, after the proclamation of the II. The Constitutional Monarchy entered the First Turkish Parliament as a deputy from Gümülcine. After a while he began to oppose the Committee of Union and Progress and he took part in the founders of the Party of Liberty and the Entente on November 21st, 1911. Towards the end of the World War I, the Committee of Union and Progress gave up the power and the Armistice of Mudros was signed. Following these political incidents, the members of the Party of Liberty and the Entente came to the fore politically and following the formation of the Damat Ferit Pasha Government in March 1919, they came to power. Despite the efforts made by Ismail Mr of Gumulcine regarding being a deputy at the Damat Ferit Pasha Government, his friends at the union didn’t want to see him at that position. As a result, Mr. Ismail was appointed as the Governor of Bursa on March 11th, 1919 by the order of Sultan Vahideddin. In other words, he was suspended from the head office. Mr. Ismail of Gumulcine was the governor of Bursa during the occupations carried out as a requirement of the Armistice of Mudros. During his position in Bursa, he led up serious disturbances in Bursa. Mr Ismail initially supported the National Struggle in Bursa but he changed his attitude in accordance with the opposite stance of Damat Ferit Pasha Government. He began to fight with the people conducting the National Struggle. For this reason, he could not hold his position as a governor and he left Bursa in June, 1919 and moved to Istanbul. He also did not reach an agreement with the Damat Ferit Pasha Government and he was detained and exiled by the Martial Court. In this study, the records of the Ottoman archives and the printings of the period will be examined and the period of Mr. Ismail as a governor in Bursa and its effects will be discussed.
