Son 20 yıldır uluslararası barış ve güvenliğe karşı başlıca tehdit oluşturan; başarısız devletkerin ortaya çıkmasına neden olan küresel terörizm, organize suçlar, kitle imha silahlarındaki artış, kontrolsüz göç ve politik istikrarsızlık 'asimetrik' tehdit olarak adlanrırılır. Bu tür tehditler; güvenliğin insani, sosyal, ekonomik ve çevresel boyutunu da dikkate alarak, temel insan hakları ve özgürlüklerinin korunmasına odaklanmış yeni bir paradigma üretilmesine neden olur. Artık Ulusal egemenlik kavramı sadece ülkelerin kendilerini ilgilendiren bir durum değil aynı zamanda uluslararası topluluklara ve vatandaşlarına karşı da sorumluluk gerektiren bir duruma dönüşmüştür. Devlet egemenliği ile insan hakları arasında ilişki olduğu düşüncesine dayanan temel güvenlik politikasının aksine İnsanlığın güvenliği devlet güvenliğiyle değil kişisel güvenlikle alakalıdır. 20nci yüzyılın sonunda insani ve stratejik zorunluluklar; barışı koruma, güvenlikle ilgili etkenleri bir araya getirme gibi nedenlerle 'insani askeri müdahalenin' gelişmesine yardımcı olmuştur. Durumu analiz ettikten sonra haklı bir dizi itiraza rağmen insanı müdahale kargaşayı sonlandırmada en iyi araç olduğu görülmektedir. İnsan haklarını koruma zorunluluğu güç kullanımını meşrulaştırmaktadır.
Global terrorism, organized crimes, increased mass destruction weapons, uncontrolled migration, and political instability, which have been the main threat to international peace and security over the past 20 years, are called ‘asymmetric’ threats. Such threats, taking into account the human, social, economic and environmental dimension of security, lead to a new paradigm focused on the protection of fundamental human rights and freedoms. Now the concept of national sovereignty has become not only a situation that concerns the countries themselves, but also a situation that requires responsibility against international communities and their citizens. Contrary to the basic security policy that is based on the idea that it is a relationship between the state sovereignty and human rights, human security is not related to the state security, but to personal security. At the end of the 20th century, human and strategic obligations have develop human military intervention for reasons such as the protection of peace and the reunification of security factors. After analyzing the situation, although a series of reasonable objections appears to be the best way to end the person’s interference. The obligation to protect human rights legalizes the use of force.
