Abstract:

Günümüzde evrensel bir problem haline gelen küresel ısınma ve buna bağlı olarak gelişen iklim değişikliğinin, yeraltı sularının ve havanın kirlenmesinin, ekosistem bozulmasının, flora ve faunanın doğal süreçten hızlı yok olmasının en önemli sebebi, atmosfere taşıyabileceği doğal sınırların çok üstünde seragazı salınımıdır. Seragazı salınımının büyük bir kısmı ise, yenilenemez enerji kaynaklarının kullanımıyla ortaya çıkan karbondioksit (CO2) gazından oluşmaktadır. İnsan yaşamının ve tabii olarak turizm sektörünün en önemli kaynağı olan doğal çevre, sektörün de bilinenin çok üstünde katkısıyla, karbondioksit salınımının büyük tehtidi altındadır. Bu problemin ortadan kaldırılması için küresel anlamda birlikte hareket etmek gerekliliği ortaya çıkmış ve devletler Kyoto Protokolü, Paris İklim Sözleşmesi gibi sözleşmelerle yükümlülük altına girerken, bireysel olarak insanlarda ise “yeşil tüketici hareketi” başlamıştır. Buna paralel olarak turizm sektöründe de alternatif turizm arayışları ile birlikte sürdürülebilir yeşil turizm talebi etkin olmaya başlamıştır. Kentlerde ve kırsal alanlarda yenilenebilir enerji kaynakları kullanımı atmosfere salınan karbondioksit emisyonunun azaltılmasında büyük rol oynarken, turizm destinasyonlarında aynı zamanda bir pazarlama aracına dönüşmektedir. Bu nedenle hem doğal çevre tahribatının önüne geçerek turizmin çevresel sürdürülebilirliğini sağlarken hem de kendi getirisinin dışında turizm destinasyonlarında kazanç oranının artmasına katkı sağlayarak turizmin ekonomik sürdürülebilirliğini sağlamaktadır. Ancak sürdürülebilir turizm destinasyonlarında yenilenebilir enerji kaynaklarının üretimi için gerekli olan yatırım tutarlarının yüksek olması, yenilenebilir enerji kaynakları kullanımına dönüş sürecinin yavaş ilerlemesine sebep olmaktadır. Yenilenebilir enerji kooperatifçiliği yatırımların finansman sorununun çözümünde ve risk dağılımında büyük bir kolaylık sağlarken aynı zamanda küçük tasarrufların ekonomiye kazandırılması, yerel halkın enerji üretimi ve tüketiminde söz sahibi olması ve ekonomik gelir elde etmesi, sosyal birlikteliğin sağlanması, enerjide dışa bağımlılığın önüne geçilmesi gibi birçok anlamda yerel kalkınma problemine de çözüm olarak ortaya çıkmaktadır. Çalışmanın amacı sürdürülebilir turizm destinasyonlarında yapılacak yenilenebilir enerji yatırımlarının enerji kooperatifleri aracılığıyla finanse edilmesi durumunda destinasyona ve yerel halka sağlayacağı ekonomik, sosyal ve çevresel katkısının değerlendirilmesidir. Bu kapsamda, bir turizm destinasyonu olan Kemaliye’de örnek bir güneş enerjisi santrali yatırımı analiz edilmiş ve bu yatırımın finansmanının yenilenebilir enerji kooperatifi aracılığıyla karşılanacağı düşünülerek yatırımın her bir üyeye finansal katkısı değerlendirilmiştir.

Abstract:

The main reason for the global warming that has become a global problem today and consequently developing climate change, underground water and air pollution, ecosystem deterioration, flora and fauna rapidly disappearance from the natural process is the emission of seragase far beyond the natural boundaries it can carry into the atmosphere. The majority of the emission is made up of carbon dioxide (CO2) from the use of renewable energy sources. The natural environment, which is the most important source of human life and of the tourism sector, is under great danger of carbon dioxide emissions, with its significant contribution to the sector as well known. The need to act together in the global sense to eradicate this problem has emerged, and the states are undertaken by treaties such as the Kyoto Protocol, the Paris Climate Convention, and individually the “green consumer movement” has begun. In parallel with this, the tourism sector has also begun to become effective, along with alternative tourism searches, sustainable green tourism demand. While the use of renewable energy sources in cities and rural areas plays a major role in reducing carbon dioxide emissions into the atmosphere, it also turns into a marketing tool in tourist destinations. Therefore, both by preventing natural environmental destruction while ensuring the environmental sustainability of tourism and contributing to the increase of the profit rate in tourist destinations outside its own return, ensuring the economic sustainability of tourism. However, the high amounts of investments necessary for the production of renewable energy resources in sustainable tourist destinations lead to the slow progress in the process of return to the use of renewable energy resources. Renewable energy cooperativity provides great facility in the solution of the financing problem of investments and the distribution of risks, while also appears as a solution to the problem of local development in many ways, such as the achievement of small savings to the economy, the possession of local people in the energy production and consumption and the achievement of economic income, the provision of social unity, the prevention of energy external dependence. The aim of the study is to evaluate the economic, social and environmental contribution to the destination and the local public if renewable energy investments in sustainable tourist destinations are funded through energy cooperatives. In this context, an example of an investment in a solar power plant in Kemaliye, a tourist destination, was analyzed and the financial contribution of the investment to each member was assessed, considering that this investment will be funded through the renewable energy cooperative.

The majority of the greenhouse gas emissions is consist of carbon dioxide (CO2) gas which occurs by use of non-renewable energy sources. The natural environment, which is the most important source of human life and of course the tourism sector, is under the great threat of carbon dioxide emission with the contribution which is above the known of the sector. In order to eliminate this problem, it has become necessary to act together globally and so the states have started to be obliged by contracts such as Kyoto Protocol, Paris Climate Agreement, at the same time, individual people have started the green consumer movement. In parallel with this, in the tourism sector, the demand for sustainable green tourism started to be effective along with the search for alternative tourism. While the use of renewable energy sources in urban and rural areas plays an important role in reducing the emission of carbon dioxide into the atmosphere, it is also becoming a marketing tool in tourism destinations. For this reason, it ensures the environmental sustainability of tourism by preventing the destruction of the natural environment and also contributes to the increase of the rate of gain in tourism destinations outside of its own return, thus ensuring the economic sustainability of tourism. However, the high amount of investment which is required for the production of renewable energy resources in sustainable tourism destinations leads to a slow progress in the use of renewable energy resources. Renewable energy cooperatives provide a great convenience in the solution of the financing problem of investments and in the distribution of risk. It also emerges as a solution to the local development problem in many ways, such as gaining small savings into the economy, the local people having a say in the energy production and consumption, the economic gain of the local population, the provision of social cohesion and avoiding foreign dependency in energy. The aim of the study is to evaluate the economic, social and environmental contribution of the local people and destination if the renewable energy investments in the sustainable tourism destinations are financed through energy cooperatives. In this context, an exemplary solar power plant investment in Kemaliye, which is a tourism destination, was analyzed and considering that the financing of this investment will be covered by the renewable energy cooperative, the financial contribution of the investment to each member is evaluated.
