19. yüzyıl Osmanlı devletinin gerileme devri olarak da adlandırılan, siyasette zorlukların yaşandığı bir devirdir. Edebiyat ve kültür ortamının da devlet siyasetiyle benzer bir durum takip ettiği izlenmektedir. Divan edebiyatının bu yüzyılda geçen asırlara kıyasla, önemli adımlar atamadığı, kendini yenileyemediği, geçmiş dönemlerin adeta tekrarı durumunda kaldığı görülmektedir. Yüzyıllardır süregelen klasik bir gelenek üzerine kurulu olan Divan şiiri, bu dönemde çok fazla şair yetiştirmiştir. Bu dönemde yetişen şairler kendilerinden önce gelmiş, üstat kabul edilen şairlerin izinden gitmişler, eserlerinde isimlerinden sıklıkla bahsetmişlerdir. Bununla birlikte bu dönem, nazireciliğin oldukça fazla rağbet gördüğü, önceki yüzyıllara kıyasla en çok nazirenin yazıldığı dönemdir. 19. yüzyılın çok nazire yazan şairlerinden biri Mehmed Râ’if Bey’dir. 19th century which is also named as period of regression of Ottoman Empire is an era full of political hardships. It is observed that literate and cultural environments followed a similar situation to state politics. In comparison with previous centuries, Divan Literature is seen not to have been able to take considerable steps and renew itself, and remained as a repetition of the past.
