Abstract:

Within the concept of Greater Middle East Initiative, upon the preparation of the right conditions by using WikiLeaks documents and other tools, the crisis that occurred upon the Arabic Spring, started in December 2019 in Tunisia, spreading through Syria in March 2011 had distressed Turkey. Thereupon, Turkey had set a course for Syria crisis by developing a vision and strategy regarding foreign politics. For this purpose, wanted to play the role of “balancing power” without making a choice between Western countries that it is in an alliance relationship with, and Ottoman countries that it has historical responsibilities over, Turkey have compulsorily sided with the West represented by USA during the Syria crisis when it couldn’t accomplish that policy under the environment of chaos being experienced in Libya. By force of this new foreign policy of its which is understood to be caused by threat perceptions and security concerns, Turkey had started to act meaning like that it had sided with Syria Crisis and, in fact, started to host works of organizing the Syrian opposition by postponing both the works of High-Level Strategic Cooperation Council started in 2019 and the advantages provided by High-Level Quadruple Cooperation Council Agreement that Turkey had signed it with “Syria, Lebanon and Jordan” in 2010. Ending its relationships with Syria by engaging to the West led by USA, Turkey had taken up its position by benefiting from Syrian crisis when it understood that it was also targeted by USA policy trying to organize PYD, which is the Syrian branch of PKK. Hereupon, permanent controversies have occurred between two countries. In the study, while emphasizing on that Turkey should make terms with Esad’s Government, who is the Syrian Head of the State, in order to dispose of the Syria dilemma that Turkey encountered, it is being analyzed by revealing that it actually was by force of traditional Turkish foreign policy.
