Dünyanın en eski ve en çok kullanılan dillerinden biri Türkçedir. Dünyada 200 milyon kişi tarafından konuşulmaktadır. Türkçe kimi ülkelerde devlet dili, kimi yerlerde resmi dil ve kimilerinde ise azınlık veya göçmen dili konumundadır. Avrupa Birliği, Amerika, Avustralya ve Afrika ülkeleri Türkçenin göçmen dili olarak kullanıldığı ülkelerdir. Çeşitli nedenlerle yerli coğrafyalarını terk ederek başka ülkelere göç eden ve bulundukları siyasal coğrafyadaki resmî dilden veya çoğunluğun dilinden farklı bir dili konuşan toplulukların diline göçmen dili denilmektedir. İkinci Dünya Savaşı’ndan çıkan Almanya, endüstrisini hızla geliştirmeye başlamış, gelişen endüstri beraberinde iş gücü açığını ortaya çıkarmıştır. Almanya işçi açığını kapatmak amacıyla önce İtalya’yla anlaşma yapmış fakat zamanla işçi açığının büyümesiyle ilerleyen yıllarda Türkiye, Yunanistan, İspanya, Portekiz, Tunus gibi ülkelerle de anlaşmalar yaparak işçi açığını giderme yoluna gitmiştir. 1960 yılından itibaren Türkiye’den gitmeye başlayan işçilerle Almanya, Türkçenin bir göçmen dili olarak konuşulduğu ülkelerden biri olmuştur. 1961 yılında 6.800 civarında Türk Almanya’da yaşarken 2013 yılında 3 milyona yakın Türk Almanya’da yaşamaktadır. Almanya’nın uyguladığı politikalar neticesinde Türkçenin geleceğinden endişe duyulmaya başlanmıştır. Almanya’da eyaletler bazında farklılıklar olmakla birlikte genel olarak Türkçe ve Türk Kültürü dersi haftada 2 ila 5 saat arası ek ders şeklinde yapılmaktadır. Çoğu yerde ise çeşitli bahanelerle Türkçe derslerine yasaklar getirilmekte, Türk çocuklarının Türkçe ile ilişkilerinin sadece aile içinde konuşulan Türkçeyle sınırlı kalması istenmektedir. Bu durum iki dilliliğin aksine yarım dilliliğe neden olmakta, yarım dillilik ise kişilik gelişimini olumsuz etkilemektedir.

Abstract:

Turkic is one of the most spoken and ancient languages. Turkic languages are spoken as native languages by 200 million people over the world. In some countries Turkic is a state language, in some countries an official language and in some countries a minority or immigrant language. Tukish, which is the most widely-spoken of the Turkic languages, is an immigrant language in European Union, Australia, America and Africa. Immigrant languages are languages spoken by immigrant communities, who migrate from their homeland to another countires for various reasons and speak a different language from majority language or the official language of political geography where they live. Also, it is important that immigrant languages should not be confused with foreign or second langugaes which are different concepts. After World War II, Germany started to develop its industrial power which caused shortage of labor. Germany signed an agreement with Italy to meet its labor needs. However, only Italy was not enough to meet the need of labor of Germany and in the fallowing years Germany signed new agreements with Turkey, Greece, Spain, Portugal, Tunis. By 1960, Turkish workers started to migrate to Germany, and Germany has become a country where Turkish is spoken as an immigrant language. By year 1961, nearly 6.800 Turksih people were living in Germany, in 2013 nearly 3 million people live in Germany. Although nearly 3 million Turkish people live in Germany, as a result of the policies implemented by the government the future of Turkish language is in risk. Although there are different implementations in different states of Germany, generally Turkish and Turkish Culture lessons are studied 2 to 5 hours in a week. However, in most regions Tukish language lessons are banned by various excuses in schools and it is preferred to be only a language that is spoken in family. This situation, on the contrary supporting bilingualism causes half-lingualism which affects personal development negatively.
