Abstract:

Rules and regulations for improving safety in the sea are usually determined by the results arising after the investigation of the accidents that occur. But can these arrangements not be determined before accidents? The only difference between the "incident events" (Near Miss) and the "incident events" (Near Miss), which are the same in terms of the process of creation, is that there is no loss of life and property or environmental pollution. "Caseless events" are, they are examined and if the results are analyzed, the measures to be taken can be determined without waiting for an accident. Although the need to report "accidents" in determining measures to increase security is known, there are a number of obstacles to reporting. In the first phase of this research, the problems before reporting were determined by the survey method, and in the second phase, the purpose of the Delphi technique is to identify the foundations of an effective, efficient and sustainable "incident reporting" system by determining how these problems will be vaccinated. In the survey, 100 people who are working in the institutions and organizations that are providing services to increase the safety of maritime traffic in Turkey participated in the survey, with 42 experts and the Delphi application was carried out.
