Çin’in 2013 senesinde ilan ettiği ve ‘asrın projesi’ olarak nitelediği ‘Kuşak ve Yol Projesi’, gerek ekonomik büyüklüğü gerekse de dünyanın her kıtasına yayılarak paydaş bulması nedeniyle uluslararası sistemin mevcut yapısını etkileyecek potansiyale haiz görünmektedir. Çin projesi Asya, Avrupa ve Afrika kıtalarını biraraya getirerek kara güzergahı ile Avrasya kıtalarını ekonomik çember içerisine almaktadır. Bu haliyle Kuşak ve Yol, Avrupa’nın da dahil olduğu, yeni yüzyılın en çok paydaşı içeren projesi olarak görülmektedir. Avrupa’yı ekonomik ve siyasi başlıklar altında etkileyeceğine kesin gözüyle bakılan projenin ekonomik, jeopolitik ve jeostratejik mantığının gereğince değerlendirilmesi, uluslararası sistemin gelecekteki görünüşünün de doğru tasavvur edilebilmesi bakımından önemlidir. Bu makalede Kuşak ve Yol Projesi’nin batı ucunu teşkil eden Avrupa’nın Kuşak ve Yol Projesi ortaklığı ile Çin’e ekonomik olarak yakınlaşması incelenmektedir. Proje ile AB ve Türkistan ülkeleri arasında kurulacak olan ekonomik ortaklık ile Türkistan’a bağlanmayı hedefleyen AB, bu sebeple Çin projesine sıcak bakmaktadır. Dahası Kuşak ve Yol, AB adına, yatırımların Avrasya kıtasına akmasını sağlayacağı için büyük önem arz etmektedir. Çin ise Kuşak ve Yol’un batı ucundaki muhattabı AB ile projesinin geleceği için muhtelif ortaklık yolları geliştirmektedir. Kara İpek Yolu’nun dışında 21. Yüzyıl Deniz İpek Yolu ile de Avrupa’nın limanlarına ulaşmaya çalışan Çin, AB ile hem kara hem de deniz yollarında ekonomik entegrasyon için gayret göstermektedir. Tarihi İpek Yolu’nda olduğu gibi Kuşak ve Yol Projesi’nde de ana kavşağı temsil eden Türkistan ülkeleri ise hem projenin hem de AB-Çin ilişkilerinin geleceğine tesir edecektir. The Chinese project brings the Asian, European and African continents together and takes the Eurasian continent into the economic circle with its land route. As a result, the Belt and Road are considered to be the project that includes the most stakeholders of the new century, including Europe. The proper evaluation of the economic, geopolitical and geostrategic function of the project, which is clearly seen as affecting Europe under economic and political titles, is important in that the future appearance of the international system can be properly conceived. This paper examines the economic proximity of China to the Belt and Road Project of Europe, which is the western end of the Belt and Road Project. The EU, which aims to connect with Turkestan with the economic partnership to be established between the project and the EU and Turkestan countries, is therefore open to the Chinese project. Moreover, the Belt and Road are of great importance in the name of the EU, to ensure that their investments flow into the Eurasian continent. China is developing various ways of partnership for the future of the project with the EU, the accountant on the west side of the Belt and the Road. China, which is trying to reach the ports of Europe with the 21st Century Sea Silk Road outside the Highway Silk Road, strives for economic integration in both land and sea routes with the EU. As in the historical Silk Road, the Turkestan countries representing the main crossroads in the Belt and Road Project will influence the future of both the project and EU-China relations. The assessment of the project, which is clearly considered to affect Europe under economic and political titles, in accordance with the economic, geopolitical and geostrategic logic, is important to ensure that the future appearance of the international system can also be properly imagined. This article examines the economic approach of Europe to China with the Partnership of the Generation and Road Project, which constitutes the Western End of the Generation and Road Project. The EU, which aims to connect with Turkey with the project and the economic partnership that will be established between the EU and Turkistan countries, therefore looks warmly to the Chinese project.
