Eğitimde kalitenin ve başarının arttırılması için eğitim sisteminde çeşitli değişimler yapılmakta ve farklı uygulamalar denenmektedir. Bu çalışmalardan biri de 9 Şubat 2017 tarihli Resmi Gazete’de yayımlanan Kanun Hükmünde (KHK) Kararnamede yer alan Etüt Merkezlerinin kapatılmasıdır. Bu çalışma ile de bu karara ilişkin görüşlerin değerlendirilmesi amaçlanmıştır. Bu nedenle çalışmada nitel araştırma yöntemlerinden biri olan durum çalışması deseni kullanılmıştır. Araştırmanın çalışma grubunu 2016-2017 eğitim-öğretim yılında Elazığ il merkezinde çeşitli okullarda ve etüt merkezlerinde görev yapan yönetici ve öğretmenler ile bu merkezlerden yararlanan öğrenciler ile öğrenci velileri oluşturmuştur. Katılımcıların görüşlerini almak için görüşme tekniği kullanılmıştır. Elde edilen verilerin analizi için içerik analizi yapılmıştır. Çalışma sonunda veliler, öğrenciler, etüt merkezinde görev yapan yönetici ve öğretmenler ile okullarda görev yapan yönetici ve öğretmenlerin görüşleri arasında farklılığın olduğu görülmüştür. Etüt merkezinde görev yapan öğretmen ve yöneticiler eğitim sistemindeki eksikliklerin kapatılması ve eğitimin kalitesinin arttırılması için etüt merkezlerine ihtiyaç olduğunu ve ayrıca etüt merkezlerinin kapatılması durumunda bu merkezlerde çalışanların veya öğrenim gören öğrencilerin mağdur olacaklarını belirtirken okullarda görev yapan yöneticiler ile öğretmenlerin çoğu bu değişimin yerinde bir karar olduğunu belirtmişlerdir.
