Bu çalışmanın amacı, okul müdürlerinin “öğretmen performans değerlendirme” kapsamında yaptıkları değerlendirmelere ilişkin yeterliliklerini okul müdürleri ve öğretmen görüşleri ışığında belirleyerek, “öğretmen performans değerlendirme” süreci ile ilgili önerilerde bulunmaktır. Çalışma grubunu 2016-2017 eğitim ve öğretim yılında Mardin ili Artuklu ve Kızıltepe ilçe sınırları içerisinde bulunan ana okul, ilkokul, ortaokul ve ortaöğretim okullarında görev yapan 102 okul müdürü ile 483 öğretmen oluşturmuştur. Çalışmaya kaynak teşkil eden veriler nicel araştırma yöntemlerinden betimsel tarama modeli ile elde edilmiştir. Verilerin toplanmasında “Öğretmen Performans Değerlendirme Süreci Müdür Yeterliliği Ölçeği” kullanılmıştır. Nicel verilerin istatistiksel çözümlenmesi, Mann Whitney- U testi ve Kruskall Wallis testleri kullanılarak gerçekleştirilmiştir. Araştırma sonuçlarına göre okul müdürlerinin öğretmen performans değerlendirme sürecine yönelik yeterlilik algıları “katılıyorum” ve “kesinlikle katılıyorum” düzeyinde iken, öğretmenler okul müdürlerini belirlenen kriterlere göre “katılıyorum” düzeyinde yeterli görmekle beraber, amaç ve uygulama-değerlendirme boyutunda “kararsızım” düzeyinde değerlendirmişlerdir. Öğretmenlere ait bulguların demografik özelliklerden cinsiyet grupları ile müdür yeterliliklerinin “amaç” boyutunda anlamlı bir fark görülmüş olup, amaç boyutunda kadınların okul müdürlerini daha yüksek düzeyde yeterli gördükleri saptanmıştır. Okul türü değişkeni açısından “güvenirlik, yeterlilik, ölçek yeterliliği ve uygulama – değerlendirme” boyutlarında anlamlı fark görülmüş, okul müdürlerine ilişkin en yüksek yeterlilik algısı anaokulu, ilkokul, ortaokul ve ortaöğretim şeklinde sıralanmıştır. Okul müdürü ve öğretmen görüşleri karşılaştırıldığında görüşler arası anlamlı bir fark tespit edilmiş olup, öğretmen performans değerlendirme sürecine dair okul müdürü yeterlilik algılarının öğretmenlere göre daha yüksek düzeyde olduğu sonucuna varılmıştır.
The objective of this study is to provide recommendations on the "Teacher Performance Assessment" process by determining the qualifications of school managers in relation to the assessments they make under "Teacher Performance Assessment" in the light of school managers and teachers' opinions. The work group was formed in the 2016-2017 educational and teaching year with 483 teachers with 102 school directors working in the main schools, primary schools, secondary schools and secondary schools located within the borders of the Artuklu and Kızıltepe district of Mardin. The data that are the source of the study is obtained from quantum research methods through the visual scan model. In the collection of data, the "Teacher Performance Assessment Process Manager Qualification Scale" was used. The statistical analysis of Nicel data was carried out using the Mann Whitney-U test and the Kruskall Wallis test. According to the research results; while school managers’ qualification perceptions for the teacher performance assessment process are at the level of “I agree” and “I definitely agree”, teachers have assessed school managers at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree” at the level of “I agree”. The findings of teachers from the demographic characteristics of gender groups and managers have seen a significant difference in the "mass" size of the qualifications, and the target size has been found that women consider school managers sufficient at a higher level. From the point of view of the school type variation, significant differences have been seen in the dimensions of "confidence, qualification, scale qualification and application-evaluation", the high qualification perception of school managers is classified in the form of parental, primary, secondary and secondary education. When comparing school manager and teacher opinions, a significant difference between opinions was found, and the conclusion was that the school manager's qualification perceptions of the teacher's performance assessment process were higher than the teachers.
