In this study, the organizational communication perception was investigated in detail in terms of public relations. The purpose of the study was to show the correlational relation between public relations and organizational communication. While the study was being conducted, the perfection in communication management and the function of communication in organizations were considered. The Perfection Hypothesis of James Grunig came to the forefront in the study. The study was in the Qualitative Design, and the Comparison Method was made use of. When the subject matter was dealt with in terms of all types of organizations, it was concluded in the study that public relations is an organizational communication activity, and organizations could only sustain their existence only if they continued their activities in this respect to increase their effects on target communities outside and inside their organizations
