Abstract:

The concept of humanitarian intervention is an increasingly important concept in international relations. In general, humanitarian intervention can be defined as an action involving the use of force or threat of force to prevent serious human rights violations by state or international organizations in another State. In humanitarian intervention, military intervention as a last resort in cases where diplomatic and economic sanctions do not result. The failure of the United Nations Security Council to come to a joint decision or to exhibit a different attitude in similar cases, the prohibition of state sovereignty and the use of force makes the military stage controversial in humanitarian intervention. Cyber space, which can be applied as an intermediate option before military intervention, comes up as a new method. Today, critical infrastructures of states such as energy, water, health, banking, communication, transportation are becoming dependent on cyberspace.  The cyber security measures they have created in order to protect the critical infrastructure of states against cyber attacks have become a part of national security and have been on the agenda of international organizations such as the North Atlantic Treaty Organization.Cyber attacks that will not harm civilians should be brought up as a step in human intervention. Cyber intervention in the critical infrastructure of the state that severely violates human rights will have a deterrent effect. The aim of this study is to investigate that after the current situation is evaluated, armed intervention may not be required in the following years, internet connection with the cyber attacks to the states can be cut, the systems which are dependent on technology can be destroyed, and the deterrent dimension can be much larger than the military intervention and therefore cyber space can be used as an effective and efficient tool.
