Abstract:

After the Russian Revolution in 1917, possible Pan-Turkism and/or PanTuranianism policy was one of the issues that Western countries stand on. The possibilty of applicability of this policy has appeared after the fall of Tsarist Russia. And this has made-especially- Allien Powers research and make an investigation in order to have information about the issue. Turkish nationalism was forming one dimension of the researchs. The western experts and scientists who are evaluated in this study approached Turkish nationalism and its goals from the perspective of political pragmatist concerns. Therefore, their perspective focused on drawing the frame of a possible pan-Turkism and/or pan-Turanianism unity. The aim of this frame was to calculate loss and gain that Western countries might have had from this unity. In addition, their definition of the nation had an anthropological and philological content completely based on language-race relationship. When these definitions were combined with the perception of historical Turk or Turanian in Europe, the material and the mental form to build a “pure other” came into being. That's why Western Turanian and Turk geography was in strict race and uncivilized Turanianist or Turk frame. Hungarians were not unfamiliar to Western race and language theories. They had the scientific knowledge to approach the issue scientifically. Hungarians were looking for a solution to their political crisis and identity crisis. Therefore, they raised geography to determinant level, and combined racial references with language theories, and then put forth a wide map of Turanian country. This study has examined how same western experts, diplomats, politicians and scientist describe the Pan-Turkist geography; and what they understand when it comes to the terms of Turan or Turkish folk
