Abstract:

The concept and thought of sovereignty forms one of the important parts of the continental European political tradition. In this tradition, the concept of sovereignty is defined in the form of the supreme commander-power within the political community. In this way, it is believed that sovereignty has qualities in an absolute, continuous, inseparable and irreversible style. The concept of sovereignty, which was first defined in his work, the Six Books of the State, by the French thinker Jean Bodin, is the subject of how the concept of sovereignty was addressed by Ibn Haldun, who lived about two hundred years ago. The purpose of this study is to discuss whether a sovereignty theory can be removed from the views of Ibn Haldun’s work called Mukkadime. Furthermore, even though Ibn Haldun does not choose to use the concept of sovereignty in a clear way, it will be discussed whether a basic view of the subject of sovereignty can be obtained in the Mukkadime, which is identified with the name of the thinker. The study, based on this discussion, has been studied under five titles. The first title attempts to summarize the definition of the concept of sovereignty and its historical development with its general lines; the other four titles are the work of Ibn Haldun’s “Mukaddime” and the work on this work. The argument of the study is that with the help of the key concepts he used in Mukkadime, Ibn Haldun offers us an opportunity to re-think the work of sovereignty.
