Abstract:

Local governments are recognized as a level of governance in which democratic values are performed on a suitable scale. This is primarily due to the fact that local governments are institutions that allow the people to govern themselves. The people do this through the organs they have chosen by their own hands. Many values of democracy, such as participation in government, activity in services, democratic practices and freedom, are provided by local governments, and they are also called local democracies. The assessment of how much the City Councils contributed to the city administration and local democracy as a participation mechanism is the main subject of our study. It can be said that the Council has contributed to local democracy in two different ways. First, the Council’s activities and activities have an impact on local political behavior, such as the development of the interests and nurses’ relations with the city’s political environment, the establishment of urban membership and the development of the participation culture; second, the city councils have the importance of whether the decisions taken by the general assembly and the working councils are taken into account by the municipalities. In the conceptual part of our study, we will try to explain the relationship between local government and democracy. The main question of whether the municipal councils, which enable the participation of the public at the local level, especially at the institutional level, will be our work on whether they are effective on local authorities. The effectiveness/functionality of the city councils, in the example of the Gaziantep city councils, has been examined.
