Abstract:

Dünyada kamu yönetimi anlayışındaki değişimler ve bu bağlamda gerçekleştirilen kamu yönetimi reformlarında Yeni Kamu İşletmeciliği yaklaşımının toplam kalite yönetimi, stratejik yönetim, performans yönetimi, kıyaslama, süreç yönetimi gibi araçları yoğun biçimde kullanılmaktadır. Bunlar içerisinde kamudayaygın olarak kullanılan yöntem stratejik planlamadır. Kamu sektöründe stratejik planlama yaklaşımı pek çok gelişmiş ülke tarafından öteden beri kullanılmaktadır. Ülkeler stratejik planlamayı kamu yönetimi yapılarına bağlı olarak, hem ulusal ve federal düzeyde hem de merkezi ve yerel yönetim düzeyinde uygulamaktadırlar.
