1990’lı yıllarda geleneksel olarak sürdürdüğü Ortadoğu olaylarına karışmama politikasını terk etmeye başlayan Türkiye, bu dönemde Suriye ve Irak gibi ülkelerden kaynaklanan güvenlik endişesi nedeniyle İsrail ile stratejik ortaklığa gitmiştir. Bu nedenle ancak 1990’lı yılların sonunda daha dengeli bir Ortadoğu politikası izleyebilen Türkiye, bölgede hareket alanını sınırlayan sorunların çoğunun ortadan kalkması ve AKP iktidarlarının Ortadoğu ile yakınlaşma çabaları neticesinde 2000’li yıllarda bölge ülkeleriyle daha iyi ilişkiler kurma imkânına sahip olmuştur. Bu bağlamda, Körfez İşbirliği Konseyi (KİK) üyesi ülkeler, sahip oldukları nüfus ve askeri kapasiteleri bakımından dikkat çekmeseler de ekonomik potansiyelleriyle Ortadoğu’da önemli bir konumda bulunmaktadır. Bu çalışmanın amacı, Türkiye’nin 1981 yılında kurulan KİK ve üyeleriyle ilişkilerini siyasal, askeri ve ekonomik açıdan analiz etmektir. Türkiye’nin KİK ile doğrudan kurumsal ilişkilerinin dikkate değer bir düzeye ulaşmamış olması dolayısıyla daha çok üye ülkelerle ikili ilişkilerine odaklanılacaktır. Özellikle Türkiye’nin 2000’li yıllarda değişen Ortadoğu politikası göz önüne alındığında bu durumun KİK ülkeleriyle ilişkilere nasıl yansıdığı tartışılacaktır.
In the 1990s, Turkey began to abandon its policy of interfering with the Middle East events which it traditionally continued, during this period, it has gone to a strategic partnership with Israel due to security concerns arising from countries such as Syria and Iraq. Therefore, only at the end of the 1990s, Turkey, which could follow a more balanced Middle East policy, had the possibility to establish better relations with the region countries in the 2000s as a result of the elimination of most of the problems that limit the area of movement in the region and the efforts of the AKP powers to approach the Middle East. In this context, the Gulf Cooperation Council (GCC) member countries are in an important position in the Middle East with their economic potential, although they are not attracted by their population and military capacity. The aim of this study is to analyze the relations of Turkey and its members, founded in 1981, from a political, military and economic point of view. As Turkey’s direct corporate relations with the KIC have not reached a significant level, more will be focused on its bilateral relations with the member countries. Specifically, taking into account the Middle East policy of Turkey in the 2000s, it will be discussed how this situation reflects the relations with the KIC countries.
