Ev eksenli çalışma ile özellikle konfeksiyon sektöründe işgücü piyasasına ve istihdama katılan kadınların sayısı dünyada ve Türkiye’de artmıştır. Bu çalışma biçimi ile istihdama katılan kadınlar, kayıtdışı, yasal düzenlemelerin dışında, asgari ücretin çok altında bir ücret geliri ile çalıştırılmaktadır. Üretim sürecine ev eksenli çalışma ile katılan kadınlar, işgücü piyasasında ve istihdamda enformel kadın işgücü olarak yer almaktadır. Kadınların ev eksenli, enformel işgücü olarak çalışmasında ekonomik ve sosyo-kültürel faktörler etkilidir. Söz konusu faktörler kadınların ev eksenli çalışmasına zemin hazırlarken olumsuz çalışma koşullarının oluşmasına da yol açmaktadır. Çalışmada, ev eksenli çalışmaya yol açan ekonomik ve sosyo-kültürel faktörler, çalışma koşulları ve sorunları yapılan nitel araştırma bulguları ile ortaya konulmaktadır. Çalışma, ev eksenli çalışan kadınların durumlarını ve konumlarını geliştirmeye yönelik sosyal politika önlemlerine gereksinim olduğunu ortaya koymaktadır. Ev eksenli çalışan kadınların işgücü piyasası ve istihdamdaki durum ve konumlarını iyileştiren her türlü politika önlemleri kadınların toplumsal yaşamdaki konum ve durumlarını da iyileştirecek ve geliştirecektir
In Turkey and in the world, the number of women participating in employment with homebased work, especially in the clothing industry has increased. With this form of work, women participating in employment are employed with a wage income that is far below the minimum wage, with the exception of formal, legal regulations. Women participating in the production process with home-based work are the informal women labor force in labor market and employment. Economic and socio-cultural factors are influential in the work of women as home-based, informal workforce. These factors also lead to the formation of negative working conditions while preparing the ground for home-based work for women. In this study, economic and socio-cultural factors leading to home-based study, working conditions and problems are revealed by qualitative research findings. The study suggests that social policy measures are needed to improve the status and position of women who work home-based. Any policy measures that improve the status and position of women working home-based in the labor market and employment will also improve the positions and status of women in social life
