Abstract:

In Turkey, in terms of insurance status, the heterogeneous group forms employees on their own behalf and account. In accordance with Article 4(1)(b) of the Social Insurance and General Health Insurance Act No. 5510, those who are taxed on income due to commercial profits, traders and artists, corporate partners and those who are in agricultural activity are defined as independent workers on their behalf and account. The important feature of this group is the unregular and uncertainty of the income they earn due to their own activities. Therefore, the regular premium payment habits form one of the insured groups that are poor. In this sense, the likelihood of employees in their own account to encounter deficiency of social protection is much higher than other insurance groups. This study aims to determine the relationship between income levels and living standards and the social security system and the extent to which they benefit from social security programs. In the study, the socio-economic conditions of employees on their own behalf and account were calculated using the micro data of the Turkish Statistical Bureau. The results of the analyses found that the employee’s income status and social insurance registration have a correct relationship, that 1/3 of the employee’s account cannot benefit from health services due to primary debt, that the facility of earning the right to social insurance benefits has resulted in transitions from the employment status to the employee’s account.
