Dünya ulusları, İnsan Hakları Evrensel Beyannamesinde “eğitim hakkının herkes için geçerli” olduğunu kabul etmişlerdir. Ancak, giderek artan nüfus artışı, ulusların kendi içinde ve uluslar arasındaki eğitim ve ekonomik gelişmişlik düzeylerindeki eşitsizlikler, savaşlar, sivil ve politik çekişme ve istirarsızlıklar, dünya ülkeleri için belirli oranlarda ortak sorunlar gibi görülmektedir. Günümüzde bu sosyal, ekonomik ve eğitsel sorunların “basit bir doğrıı çözüm”e izin vermeyecek şekilde karmaşıklaştığı bilinmektedir.
The world’s nations have agreed in the Universal Declaration of Human Rights that “the right to education applies to everyone.” However, the increasing population growth, inequalities in the levels of education and economic development of nations within and between nations, wars, civil and political disputes and disagreements are seen as common problems in certain proportions for the world countries. It is known today that these social, economic and educational problems have become so complicated that they will not allow "a simple truth solution".
