İnsani Gelişme Endeksi Bağlamında Avrupa Birliği’ne Üye ve Aday Ülkelerin Karşılaştırmalı Analizi

Ulusal gelir seviyesinin yüksek olması, bir ülkenin gelişmiş olarak nitelendirilmesi için gerekli ancak yeterli bir koşul değildir. Kalkınma sürecini yaşayan birçok ülkede sosyal sorunların çözümlenememesi, ekonomik büyüme ve insani gelişme arasındaki ilişkinin önemini arttırmaktadır. Bu bağlamda Birleşmiş Milletler tarafından yayımlanan raporlarda insani gelişme, bir ülkenin ulusal geliri ile birlikte, eğitim ve sağlığa ilişkin göstergelerini de dikkate alarak ölçülmektedir. Bu çalışmada da 2005-2017 döneminde, seçilmiş Avrupa Birliği üyesi ve Türkiye'nin de içinde bulunduğu aday ülkelerin, Birleşmiş Milletlerin ölçütleriyle hesaplanmış insani gelişme endeksi değerleri karşılaştırılmakta ve üyeliğin olası etkileri değerlendirilmektedir. Elde edilen bulgular, insani gelişme bakımından en avantajlı konumda yer alan Avrupa Birliği’nin kurucu ülkelerini, adaylığını 2015 yılında geri çeken İzlanda’nın yakından takip ettiğini göstermektedir. Bununla birlikte üyeliğe kabul edilmelerine karşın, Bulgaristan, Hırvatistan ve Romanya'nın ise çok büyük bir gelişme gösteremediği söylenebilir. Ayrıca, aday statüsünü sürdüren Makedonya'nın tüm ülkeler arasında en düşük performansa sahip ülke olduğunu, Türkiye'nin ise nispeten geride ancak en hızlı değişimi gerçekleştiren ülkelerin başında geldiğini vurgulamak mümkündür.

In this context, according to the reports issued by the United Nations, human development should be evaluated by taking into consideration national income as well as indicators regarding education and health. In this study, human development index values of European Union member (EU-28) and candidate countries which were chosen between 1990-2017 including Turkey were measured with United Nations criterion and possible effects of membership are evaluated.The findings show that the founding members are today ahead of human development; it also shows that Sweden, Ireland, Finland, England, and Denmark are able to this level.In addition to this, it can stated that Bulgaria, Croatia, and Romania do not present a significant development although they were accepted as a member. Besides, it is possible to highlight that Macedonia whichins its candidate status, has the lowest human development performance among the countries and Turkey is relatively behind but one of the leading countries that perform the fastest change.
