Every society apply child protection programme for the children who need protection. It has been realized that the vaning, weakening and decompasing family can not protect the child on its own. The social state has made the role and importancy of the public in child protection more clearly understood. New care types should be introduced for the children who can not be protected in the family. Family care has an most important model in the child protection system. Community-based child care has an important place in the child protection system. United Nations Convention on the Rights of the Child constitutes a part of the most fundamental international legal basis of the child protection system and child care practice in Turkey. Furthermore, Turkish Republic Constitution, Turkish Civil Law, Social Services and Child Protection Law No: 2828 and Child Protection Law No: 5395 have a considerable place among the national legal arrangements. It is hard to say that there is an extensive, integral child protection policy in Turkey. Morever, lack of budgetary funds in this field and contravention to “governance” principles in supervisions, lack of number of social workers staff can be enumerated as the basic problems in this respect. In order to develop foster family practice in Turkey, sufficient presentation and making people conscious should be made, practical difficulties and deficiencies regarding the relevant legal arrangements should be determined and fixed, a professional conception should be adopted, the related professionals should be more professionals should be made more qualified by supplementary trainings, payments effected to the staff should be more encouraging and the families should be educated and supervised. Finally, there are many children in Turkey who are no raised in the family and their own families can not protect them, living in the unsuitable conditions, about whom there is no court protection order for the child and therefore who stays out of public interest. The developed countries care and protection matters of all children who need help should also be inside the public’s sphere of interest, they should be formally registered and supervised, and all kinds of the support that child and the family need should be provided. Therefore child protection activities run by administration lack the accepted characteristics of child protection system facilities thus generally thought to be ineffective effort to fight child neglect and abuse. So there is a need for the evaluation of child protection system.Within this frame work, evaluation of child protection system and suggestions for improving system also mentioned.
