Abstract:

Services provided for children in need of protection have passed through change proves in the world and this change is continuing. Child welfare services have passed from three phases. These stages are, 1Caring of children in need within big group houses, 2- realization of the harmful effects of big group care and shift to foster family and small group care, 3providing support to children’s own families to have them be cared by them and the development of the view that family is better than any institution care. To provide clues for this study, some examples of services towards children in need of protection are provided from England and the U.S.A and they are evaluated with the development in Turkey on the subject.
