Abstract:

With globalization, the objectives and requirements for international language learning have changed, and the phenomenon of ‘multi-language’ has now become a necessity for the individual. In this regard, the Council of Europe has presented two key current sources by creating new regulations in foreign language policy: the European Joint Application Text and the European Language Portfolio. The two current sources concerned in this aggregation work will be studied by a critical approach both in the universal sense and in the context of the education and policy of foreign languages in Turkey. The study will also discuss the phenomenon of the 'multi-language' of both main sources and discuss how the use of these works in the field of foreign language education in Turkey will be discussed.
