Abstract:

International law is the rule that arises as a result of the long-term state behavior in the face of the same problem. In terms of nuclear power plants, the principle of precaution and cooperation is not causing environmental pollution, which is significantly restricted, the rules of international law. It describes the fact that it does not cause substantially restrictive environmental pollution, that a state does not conduct and approve the conduct of an activity on this basis. The precaution principle means determining the measure of risk and danger and the quality and quantity of the measures to be taken. Finally, the rule of cooperation is a rule that emerges at many levels, including national-international, vertical. Through this rule, the state within itself carries out cooperation between institutions and between the state and society, and more importantly, the opportunity for cooperation is created in such a way that participation in decisions between the states can be achieved. All these rules of international law are the rules that nuclear power plants must be applied in the installation and operation stages, if necessary. International treaties that include these rules also make the rules more effective. The states that are parties to the treaties are now under a positive legal obligation.
