Osmanlı İmparatorluğu, klasik imparatorluklar çağının belki de son güçlü örneğiydi. Hükümdar başlangıçta en güçlü kişiydi. Fakat onun gücü zamanla farklı eksenler arasında da- ğılmaya başladı. Bu eksenlerden birisi Bâbıâlî olmuştur. Onun etki alanı 18. yüzyıldan itibaren genişlemeye başlamıştı. Diğer taraftan yabancı büyükelçi ve misyonerler de, 19. yüzyılda modern diplomasinin yönetim alanında ağırlık kazanmaya başlamasıyla birlikte büyük bir güç elde etmiş- lerdir.
