ABD BİRİNCİ DÜNYA SAVAŞI SIRASINDA NEDEN OSMANLI DEVLETİ’NE DOĞRUDAN SAVAŞ İLAN ETMEDİ? AMERİKAN GİZLİ BELGELERİ ÜZERİNE BİR İNCELEME

Birinci Dünya Savaşı, 20.yüzyılın kırılma noktalarından biri olmuştur. Savaş, tahmin edildiğinden uzun sürmüş, dünya haritasını yeniden şekillendirecek sonuçlar doğurmuştur. ABD’nin bu savaşla beraber değişen dış siyaseti, bu siyasetin Avrupa’ya ve Ortadoğu’ya etkileri tarih çalışmaları için büyük önem taşımaktadır. ABD, Birinci Dünya Savaşı’na girmeden önce ve girdikten sonra İttifak Güçlerinin politikalarını yakından takip etmiş, devletin ilgili birimleri İttifak Devletleriyle ilgili çok sayıda araştırma yapmış, gizli raporlar hazırlatmıştır. Osmanlı Devleti, Almanya ile İttifak güçlerinin bir parçası idi. 1917 yılında ABD, Almanya’ya savaş açmış, böylelikle Birinci Dünya Savaşı’ndaki rolünü almıştı. ABD, Almanya’ya savaş açtığında, Almanya’nın müttefiklerine de aynı şekilde savaş açıp açmayacağı konusu net değildi. Bununla ilgili nasıl bir strateji belirleneceği konusunda çeşitli tartışmalar yapılmıştı. ABD’nin müttefikleri olan İtilaf Devletlerinin özellikle de İngiltere’nin baskılarına rağmen ABD, Almanya’nın müttefiki Osmanlı Devleti’ne savaş açmamıştı. Çalışma bunun arkasında yatan sebeplerin neler olduğunu ve Osmanlı Devleti’ne doğrudan savaş ilan edilmemesinin ABD’nin gelecekteki Ortadoğu politikalarının neresinde yer aldığını incelemektedir.

Why did the United States not declare war to the Ottoman state in the First World War? A review of American documentation

Abstract:

The First World War was one of the breakthroughs of the 20th century. The war lasted longer than expected, and resulted in re-forming the map of the world. The U.S. foreign policy that changes with this war, the effects of this policy on Europe and the Middle East are of great importance for its historical studies. The U.S. has closely followed the policies of the Allied Forces before and after the First World War, the relevant state units have conducted numerous investigations on the Allied States, preparing secret reports. The Ottoman state was part of the Allied forces with Germany. In 1917 the United States began a war against Germany, thus taking over its role in the First World War. When the U.S. began war against Germany, it was not clear whether Germany would begin war against its allies in the same way. There have been several discussions about how a strategy will be determined. Despite the pressure of the opposition states, the US’ allies, especially the UK, the United States had not launched war against Germany’s ally Ottoman State. The study examines what are the reasons behind it and where the future Middle East policies of the United States are not directly declared war to the Ottoman State.

The First World War was one of the breaking points of the 20th century. The war lasted longer than anticipated, giving rise to results that would reshape the world map. The US foreign policy that has changed with this war and the effects of its politics on Europe and the Middle East carry a great importance for the history studies. Before and after the World War I, the US closely followed the policies of the Cental Powers, and the relevant units of the State Depertmant made a lot of research and prepared confidential reports on the Central Powers. The Ottoman Empire, together with Germany, was a part of the Central forces. In 1917, the US waged war against Germany, thus took its role in the First World War. It was unclear whether the United States would declare a war on Germany’s Allies in the same way when it declared against Germany. Several discussions were held on how to set a strategy for this. In spite of the pressure of the Allies, particularly Britain, the US did not declare war on the Ottoman Empire. The study will investigate what were the reasons for this and was not declaring war on Ottoman Empire part of US’s future Middle East policy.
