Bu çalışmanın amacı, 5084 sayılı teşvik kanunundan yararlanacak iller ve diğer iller arasındaki gelir eşitsizlik katsayılarını 1979-2000 yılları için genelleştirilmiş entropy ayrıştırma yöntemi ile tespit etmek ve bu kanunun iller arası gelir eşitsizliğini önlemeye yönelik ne tür bir katkısının olabileceğine dair ön durum değerlendirmesini yapmaktır. Tüm iller arasında ilgili dönem boyunca hem Gini, hem de Theil eşitsizlik endeksi ile kişi başına düşen gelir eşitsizliğin arttığa yönelik bulgular elde edilmiştir. Teşvikli ve teşviksiz gruplar arası eşitsizlik de zaman içerisinde artış göstermiştir. Ayrıca toplam eşitsizliğe teşvikli grubun katkısının zaman içinde arttığı, teşviksiz grubun katkısının ise azaldığı yönünde sonuçlara ulaşılmıştır. Teşvik kapsamına alınan il sayısının arttırılması ise, teşvikli grubun grup içi eşitsizlik üzerindeki olumsuz etkisini daha fazla arttırmaktadır. Buna göre, uygulamanın başarılı olabilmesi için teşvikten faydalanan grubun kendi içindeki eşitsizliğin azaltılması gruplar arası eşitsizliğin azaltılmasından daha önemli olabileceği sonucuna varılmıştır
The purpose of this paper is to investigate whether the new incentive policies contributed positively to the inequality of income distribution by comparing its effects on the provinces that benefited from the incentive policies and those did not. To this end, the study employs generalized entropy index of inequality decomposition analyses for the period of 19792000. The calculated Gini and Theil indices indicate that inequality in income per capita distribution is high in both between and within provinces. The contribution of provinces that benefited from incentives to total income inequality rises up whereas that of provinces that do not declines. When the number of provinces included in the incentives program increases, the contribution of within group inequality of these provinces to the total inequality increases. The results imply that the government should pay more attention to within group rather than between group inequalities in order to improve per capita income inequality
