Türkiye’deki Üniversite Web Sitelerinin Görme ve İşitme Engelli Kullanıcılar Açısından Erişilebilirliklerinin Değerlendirilmesi

Web teknolojilerinin günümüzde kurumsal hizmet ve bilgilerin sunumunda ve kurumlarının görünürlüğünü artırmada önemli bir paya sahip olduğunu söylemek mümkündür. Bu kapsamda; günlük hayatta bilgiye erişim de dâhil olmak üzere pek çok alanda kullanım oranı artan web sitelerinin erişilebilir olmaları bu siteler aracılığıyla bilgi ve hizmet sunulan alanlarda engelli bireylere fırsat eşitliği sağlamak adına önem taşımaktadır. Betimsel/tarama modelinde tasarlanan bu çalışma, kamu kurumları arasında önemli bir yere sahip üniversitelerin web sitelerinin erişilebilirlik özelliklerini görme ve işitme engelli kullanıcılara yönelik düzenlemeler açısından değerlendirmek amacıyla yapılmıştır. Çalışma kapsamında; Türkiye’de 2017-2018 eğitim-öğretim yılında aktif olarak eğitim-öğretim faaliyetlerine devam eden 179 üniversitenin web sitelerinin erişilebilirlikleri araştırmanın amacı ve kapsamı doğrultusunda değerlendirilmiştir. Değerlendirme sürecinde ise; “Web İçeriği Erişilebilirlik Kılavuzu WCAG 2.0” temel alınarak araştırmacılar tarafından hazırlanan ve 20 maddeden oluşan kontrol listesi kullanılmıştır. Araştırmanın sonuçları üniversite web sitelerinin genel itibariyle erişilebilirlik ilkeleri doğrultusunda tasarlanmadığını ortaya koymaktadır. Üniversite web sitelerinde karşılaşılan en temel erişilebilirlik problemlerinin; sitede sunulan metinsel öğeler için ekran okuyucusu desteğinin olmaması, ses ve video öğelerinin metinsel alternatiflerinin sunulmaması ve videolardaki sesli içeriğin işaret diline çevrilememesidir. Öte yandan; üniversite web sitelerinin birçoğunda arka plan ile metin öğeleri arasında uygun kontrastın sağlanması, içeriğin sunumunda renk körü kullanıcıların ayırt edebileceği renklerin kullanılması ve ses ve video öğelerinin kullanıcılar tarafından kontrol edilebilmesi erişilebilirlik adına olumlu özellikler olarak değerlendirilebilir. Bu çalışma kapsamında üniversite web sitelerinde erişilebilirliğe ilişkin mevcut durumun ortaya konulması ile birlikte erişilebilirlik konusunda farkındalığın artırılmasına ve üniversite web sitelerinin erişilebilirliklerinin iyileştirilmesine yönelik düzenlemelerin yapılmasına katkı sağlanacağı öngörülmektedir

It is possible to say that web technologies today have an important role in the presentation of corporate services and information and in improving the visibility of their organizations. In this context, the availability of increasing use rates of websites in many areas, including access to information in daily life, is important to ensure equal opportunities for disabled individuals in the areas offered through these sites. This study, designed in the visual/search model, was done with the aim of evaluating the features of accessibility of the websites of universities with an important place among public institutions in terms of regulations for viewing and hearing disabled users. In the framework of the study; the availability of the websites of 179 universities that actively continue their educational activities in the 2017-2018 educational year in Turkey has been evaluated according to the purpose and scope of the research. In the evaluation process, a checklist based on "Web Content Accessibility Guide WCAG 2.0" was prepared by researchers and made up of 20 items. The results of the study show that university websites are not designed in general according to the principles of accessibility. The most fundamental accessibility problems that are faced on the university websites are the lack of screen reader support for the text items presented on the site, the lack of text alternatives for audio and video items and the failure to translate the audio content in the videos into the sign language. On the other hand, the provision of appropriate contrast between background and text items in many university websites, the use of colors that color-blind users can distinguish in the presentation of the content and the ability to control audio and video items by users can be regarded as positive features for accessibility. This study is expected to contribute to increasing awareness of accessibility and the implementation of regulations for improving accessibility of university websites along with the discovery of the current state of accessibility on university websites.

Today, web technologies have an important role for both individuals and institutions to present information and their services. Since there are a great number of public services including accessing to information through websites, accessibility of them is essential in order to ensure equality of opportunity for people with disabilities. This study, which was designed as a descriptive one, was conducted in order to evaluate the accessibility features of university websites, which have an important place among the public institutions, in terms of arrangements for users with visual and hearing impairments. To assess the accessibility level of websites of 179 universities in Turkey, this study employed an evaluation checklist including 20 checkpoints which had been developed in accordance with “Web Content Accessibility Guidelines WCAG 2.0”. The results obtained by the accessibility evaluation of university websites indicate that no website reached an acceptable accessibility level. The study discovered that there are a number of accessibility errors/drawbacks including in violation of presenting text content with the screen readers, providing text alternatives for prerecorded audio and video content, and providing sign language interpretation for prerecorded audio contents in video media. However, on the other side, there are some good practices of accessibility on most of the university websites including the visual presentation of text and images of text in an acceptable minimum contrast rate, using colors which could be perceived/seen by color-blind users, and providing users with control mechanism to pause or stop the audio or video content and to control audio volume. The results of this study could shed light on the fact that university websites are not accessible to all users. In this way, this study could help to increase awareness of the accessibility of university websites and to make changes in order to enhance web accessibility
