Türkiye’de 1945 yılında başlayan çok partili hayat, 1946 yılında oldukça hızlı bir gelişme göstermiştir. Başta Demokrat Parti olmak üzere farklı siyasi eğilimlerden çeşitli partilerin kurulmasıyla birlikte tek parti döneminden kalan düzenlemelerin tasfiyesi gündeme gelmiştir. 1946 yılında iktidardaki Cumhuriyet Halk Partisi ile muhalefetin en güçlü partisi konumundaki Demokrat Parti arasında en temel tartışmalardan birisi Cumhurbaşkanlığı makamıyla Parti Genel Başkanlığı makamının birbirinden ayrılması konusu olmuştur. Demokrat Partililer, Cumhurbaşkanı İsmet İnönü’nün aynı zamanda iktidar partisinin de başında bulunmasını demokratik gelişme bakımından mahzurlu bulmuşlar ve İnönü’nün partisinden ayrılmasını gündeme getirmişlerdir. İki parti arasında tarafsızlık konusundaki tartışmalar 1946 Cumhurbaşkanlığı seçiminin de temel noktalarından birisini oluşturmuştur. Bu makalede Türkiye’de demokrasiye yeniden geçiş sürecinde kamuoyunda Cumhurbaşkanı’nın tarafsızlığı üzerine yapılan tartışmalar, siyasi partilerin konuyla ilgili görüşleri ve 1946 Cumhurbaşkanlığı seçimleri ve sonrasındaki gelişmeler ele alınarak çok partili dönemin ilk önemli polemik konusu incelenmiştir
The multi-party life in Turkey, which began in 1945, showed a very rapid development in 1946. In the first place, with the formation of various political parties from different political trends, including the Democratic Party, the settlement of the remaining period of one party has come to the agenda. In 1946, one of the debates between the Republican People's Party and the Democratic Party in the position of the oppositionist party was the issue of the separation of the presidency and the presidency of the Party. The Democratic Parties have found that President Ismet Inönü was also in the leadership of the power party in terms of democratic development and have planned the withdrawal of Inönü from the party. The discussions on neutrality between the two parties formed one of the key points of the 1946 presidential election. In this article, the debates on the neutrality of the president in the process of re-transition to democracy in Turkey in the public, the opinions of the political parties on the issue and the development of the 1946 Presidential elections and subsequent events, discussed the first important polemic topic of the multi-party period.
The multi-party life in Turkey which started in 1945, has showed a very rapid improvement in 1946. Beginning with Democratic Party and the establishment of other various parties of different political tendencies, liquidation of the single-party era regulation has come into question. In 1946 one of the most basic discussion between the ruling party CHP and the most powerful opposition party the Democratic Party, was the separation of president’s office and the office of the Party leader. Democratic Party members found President İsmet İnönü, being the president and the head of the ruling party at the same time is objectionable in terms of democratic development and have brought resignation of Inonu from his party to the agenda. The debate of impartiality between the two parties constituted one of the fundamental points of the presidential elections in 1946. In this article, the public debates over the President’s impartiality in the process of transition from new democracy in Turkey, the views of the political parties of the subject and the 1946 presidential election and the subsequent developments by taking multiparty era’s first major polemic subject is examined
