İslam, Allah’ın, insanlara gönderdiği son ilahi dindir. Bu dinin temel gayesi, insanı ahlaken eğiterek huzurlu bir toplum meydana getirmektir. Bir yönetim sanatı olan siyaset, genelde özenin, nesneyi eğiterek belli bir kıvama getirme, özelde ise insanı yönetme sürecidir. Ahlak ise, bireyin diğer insanlarla olan ilişkisinde, uyulması gereken prensipler bütünüdür. Bir davranışın ahlaki alarak nitelendirilebilmesi için onun, bir insan topluluğu içinde ve iradî bir şekilde gerçekleştirilmiş olması gerekir. İslam, temel dini konulara ayrıntılarıyla yer verirken siyasi konulara, genel ilkelerin dışında, teferruata dair çok fazla bilgi vermemiştir. O, siyasetin temel ilkelerini belirlemiş olsa da, detaylarını, insanın bilgi ve birikimine havale etmiştir. Siyasi hayat, dinamik olduğundan İslam, onun detaylarına dair prensipleri esnek bırakmıştır. Siyasetin esas gayesi, insanların, güven içerisinde, adaletle yönetilerek mutlu olmasıdır. İslam’da siyaset, emanet kavramıyla tarif edilmiştir. Bu kavram, geçici olarak, belli şartlar dâhilinde ve bir takım amaçlar çerçevesinde birinin uhdesine verilmiş bir mal veya o kişiye tevdi adilmiş bir sorumluluktur. İslam’a göre siyaset ve ahlak, ne birbirinin aynısı ne de tamamen birbirinden bağımsızdır. Varlık amacı bakımından ahlak, bireyin iradesiyle doğrudan ilişkili olsa da, sosyal ortamda teşekkül eden bir olgudur. Onun için toplumsal yapının, ahlaki ilkelerden bağımsız düşünülmesi, insanlık hayatı açısından birtakım tehlikeleri barındırdığından İslam, siyasi faaliyetler için birtakım ahlaki ilkeler vaz etmiştir. Zira yöneticinin iyiliği emretme ve kötülüğü engelleme, hak ve hukuku temin etme, güven ve adaleti sağlama gibi görevleri söz konusudur. Onun için İslam, siyaset alanını birtakım ahlaki prensiplerle sınırlandırmaya çalışmıştır.
Islam is the last divine religion that Allah sent to mankind. The main purpose of this religion is to create a peaceful society by educating people morally. Politics, which is a management art, is the process of care in general, bringing the object to a certain consistency by educating, and in particular, the process of directing people. Morality, on the other hand, is the set of principles that must be followed in the relationship of the individual with other people. In order for a behavior to be qualified as moral, it must have been performed voluntarily in a human community. While giving details of basic religious issues, Islam did not give much information about political issues, apart from general principles, about details. Although it determined the basic principles of politics, it transferred the details to human knowledge and experience. Since political life is dynamic, Islam has left the principles of its details flexible. The main purpose of politics is to make people happy by being governed in a safe and just manner. Politics in Islam has been described with the concept of trust. This concept is a property given to someone temporarily, under certain conditions and within the framework of certain purposes, or a responsibility entrusted to that person. According to Islam, politics and morality are neither the same nor completely independent of each other. Although morality is directly related to the will of the individual in terms of the purpose of existence, it is a phenomenon formed in the social environment. For its, considering the social structure independent of moral principles, since it has some dangers in terms of human life, Islam has given some moral principles for political activities. Because the manager; They have duties such as enjoining good and preventing evil, ensuring rights and law, ensuring trust and justice. For this reason, Islam has tried to limit the field of politics with some moral principles.
