Osmanlı sosyal yapısında önemli bir yere sahip olan konar-göçer aşiretler, tarihi süreç içerisinde devletin uyguladığı iskân politikası çerçevesinde yerleşik bir düzene sokulmaya çalışılmıştır. Ancak aşiretlerin geleneksel hayat tarzlarının değiştirilmesine yönelik atılan bu adımların zaman zaman bazı dirençlerle karşılaşmış olması uygulamada bu politikanın yürütülmesini zorlaştırmıştır. Uygulamada karşılaşılan zorlukların başında ise, konar-göçer aşiretlere mensup bazı grupların yaylak ve kışlaklara gidiş dönüş esnasında uygunsuz davranışları nedeniyle asayişin bozulmasıdır. Her ne kadar devlet asayiş ve emniyetin sağlanmasına yönelik bazı tedbirler almışsa da, aşiretlerin yol açtığı sorunları tam olarak giderememiştir. Çalışmada üzerinde durulan Türkânlı Aşireti, Orta Anadolu´da özellikle Konya ve Ankara çevresinde dağınık bir biçimde yer alan konar-göçer aşiretlerden biridir. Diğer bazı aşiretler gibi adı geçen aşirete mensup gruplar da asayişi bozucu tutum ve davranışlar içine girmişlerdir. Özellikle aşiret içinden çıkan eşkıya taifesinin uygunsuz hareketleri merkezi hükümeti ve yerel yönetimi bir hayli meşgul etmiştir. Çalışmada, Türkânlı Aşireti bağlamında aşiretin yaylak, kışlak ve iskân konusunda yol açtığı sorunlar, aşiret içinden çıkan eşkıyanın eylemleri ile merkezi ve yerel yönetimin buna ilişkin tutumu, arşiv kayıtları ışığında analiz edilip değerlendirilmiştir.
