Medîne döneminde uygulama alanı ve imkânı bulan bazı ibadetlerin Mekkî döneme ait sureler içerisinde zikredilmesi ile meydana gelen bir işkâlin hallini amaçlayan tekaddüm-teahhur mevzuuna dair ilk değininin tefsirlerde yer aldığı görülmektedir. Müfessirlerin, Medîne döneminde gerçekleşen bir olayın veya uygulanmaya başlanan bir ibadetin Mekkî sûrelerde değinilmiş olmasına dair getirdikleri izahat, daha sonra ulûmu’l-Kur’ân eserlerinde müstakil bir başlık altında incelenecek bu konunun ilk kaynağını teşkil etmektedir. İlk olarak Zerkeşî’nin başlıklandırdığı bu meselenin Suyûtî ile açımlandığı ve asrımıza kadar telif edilen birçok ulûmu’l-Kur’ân eserinde ele alındığı görülmektedir. Takdim-tehir başlığında hükm/ibadete müteallik meseleler dile getirilmekle birlikte haberî muhtevası olan ayetlerin de bu başlığın konusu yapıldığı görülmektedir. Haberî ayetlerdeki takdim-tehir, ilgili olayın tahakkuku; hükümle alakalı (inşâî) ayetlerin takdim-tehiri ise amele dökülmesi olarak karşımıza çıkmaktadır. Medîne döneminde gerçekleşecek bir olayın Mekke döneminde zikredilmesi, Kur’ân’ın icazı ve Hz. Peygamber’in nübüvvetinin bir ispatı olarak değerlendirilmiştir. Medine’de uygulanan bir ibadetin Mekkî surelerdeki değinisi ise söz konusu ibadetin yolunu yapmak, gönülleri ona ısındırmak olarak değerlendirilmiştir. Ancak haberî bir ayetin, hükmün takdimi-tehirine dair bir başlık altında ele alınmasının tartışmaya açık olduğu gibi, Medine döneminde müesseseleşmiş bir ibadetin Mekke döneminde uygulanmamış olduğu teslim edilmiş bir hakikat olmadığından Kur’ân vahyinde nüzûlün takaddümü yahut hükmün teahhuru meselesinin tenkide uğradığı noktalar bulunmaktadır.
