Osmanlı Devleti’nden Türkiye Cumhuriyeti Devleti’ne devrolunan donanmanın neredeyse tamamı arızalı ve bakımsızdı. Donanmanın yapılandırılması için büyük gayretlere ihtiyaç vardı. Cumhurbaşkanı Mustafa Kemal Atatürk, Eylül 1924’te Hamidiye kruvazörü ile gerçekleştirdiği Karadeniz gezisinde Cumhuriyet Donanması’nın inşası için harekete geçileceğinin sinyalini verdi. Donanmayı güçlendirmeyi milli bir mesele olarak gören Atatürk’ün direktifleri doğrultusunda Bahriye Vekâleti’nin kurulması, Yavuz gemisinin onarımı, modern gemilerin donanma envanterine katılması, Gölcük’te bir deniz üssü inşası gibi atılımlar kademeli bir şekilde gerçekleştirildi. 20 Temmuz 1936’da Montreux Boğazlar Sözleşmesi’nin imzalanması ve Boğazların tekrar kayıtsız şartsız Türk hâkimiyetine girmesi Cumhuriyet Donanması’nın güçlenme sürecine büyük bir ivme kazandırdı. Cumhuriyet Donanması 1936 yılında gerçekleştirdiği Malta ve Yunanistan liman ziyaretleri ile Türkiye Cumhuriyeti’nin kısa sürede oluşturduğu deniz gücünü gururla tüm dünyaya gösterme fırsatını yakaladı. Çalışmanın amacı Cumhuriyet’in ilanı ile birlikte Türk askerî deniz gücünün yoktan var edilmesine giden on beş yıllık süreci incelemektir. Çalışmada bahse konu süreç, arşiv belgelerinin yansıra konuya ilişkin başvuru kaynaklarından ve dönemin gazete haberlerinden istifade edilerek, değerlendirildi.
Almost all of the navy, which was transferred from the Ottoman Empire to the Republic of Turkey, was damaged and neglected. Great efforts were needed to restructure the navy. President Mustafa Kemal Atatürk gave the signal that he would take action for the construction of the Republic Navy during her Black Sea trip in September 1924 with the cruiser Hamidiye. In line with the directives of Atatürk, who saw strengthening the navy as a national issue, breakthroughs such as the establishment of the Naval Ministry, the repair of the Yavuz battlecruiser, the inclusion of modern ships in the naval inventory, and the construction of a naval base in Gölcük were carried out gradually. The signing of the Montreux Straits Convention on 20 July 1936 and the unconditional Turkish domination of the Straits gave a great impetus to the strengthening process of the Republic Navy. The aim of the study is to examine the fifteen-year process leading to the creation of the Turkish military naval power from nothing with the proclamation of the Republic. In the study, the process in question was evaluated by making use of archival documents as well as reference sources on the subject and newspaper news of the period.
