Abstract:

The Ottoman Empire’s relations with Prussia, which started in the first quarter of the 18th century, began to develop over time. With the understanding of the importance of development in the military field, especially as a result of II. Abdülhamid’s accession to the throne and the 93 war that followed, negotiations were made with Germany and as a result, the foundations of the Turkish – German military alliance that would last until 1918 were laid. Military delegations that came intensively during the reign of II. Abdulhamid could not fully provide the working environment they wanted as a result of the pressure of the sultan and some high-ranking officers. As a result of the relief of the Ottoman army with the dethronement of II. Abdülhamid’s, the people in the Germany reform committe and the soldiers and officers in the Ottoman army caused them to work more efectively. As a result of this effective work, some disagreements arose and the manifestation of these disagreements was revealed as a result of the shooting of District Governor Schlichting by soldier Bayram. In the study, the perspective of the Ottoman Empire and the public opinion on the event was examined and it was aimed to contribute to the Ottoman military history.
