Abstract:

Inspection is needed to determine whether an educational institution or organization is working to reach the predetermined goals, to what extent the goals have been achieved, to determine the deviations from the goals, if any, and to provide the necessary assistance to those in need. How the inspection is done, what criteria the inspection should be made, the characteristics of the institutions and people who will carry out the inspection have changed from past to present depending on the conditions of the period. The scope of this study consists of the inspection guide titled "How Should an Inspector Act?" which was prepared as a guide on school and course inspection in the first years of the Republican Period. This guide dated 1340 (1924) was published by Dersaadet, Matbaa-i Amire. The aim of this study is to translate a document written in Ottoman Turkish as an inspection guide into contemporary Turkish, to reveal the characteristics of the inspection made in primary schools in the first years of the Republic, and to discuss its reflections on today's educational inspection practices, based on the content of the guide. The data of the research, which was carried out by adopting a qualitative research approach, were obtained through document analysis. As a result of the examination of the 25 page inspection guide, the school's immediate surroundings, physical characteristics, in-class and out-of-class education services, teacher characteristics, teachers' personal affairs, investigations, etc. given has been determined. Despite the difficulties experienced during the years of the Independence Struggle, importance was given to education and the supervision of education services, and it was aimed to prevent arbitrariness in inspection through guides. These guides prepared in the past also formed the infrastructure of today's inspection system. It has been observed that similar issues are included in today's inspection guides.
