Yerel kalkınma yaklaşımı 1980’lerden sonra geleneksel kalkınma modelinin mevcut ihtiyaçlara cevap vermemesi ile Türkiye’de yerel yönetimlerin benimsediği yeni bir kavram olarak göze çarpmaktadır. Gün geçtikçe artan nüfus ve nüfusun mevcut ihtiyaçlarının sayıca artışı ve çeşitlenmesi dünyada olduğu gibi ülkemizde de geleneksel belediyeciliğin terk edilme zorunluluğunu ortaya çıkarmıştır. Yeni nesil belediyecilik anlayışının sonuçları ise rutin belediyecilik anlayışının değişerek kentlerde alt yapı, yol, yeşil alan düzenlemeleri gibi temel belediye hizmetlerinin yanı sıra sosyal ve ekonomik kalkınmanın sağlanması, ortak bir kentlilik bilincinin ortaya çıkması ve kültürel çoğulculuk ilkesi ile kenti oluşturan farklı nitelikteki paydaşların farklılıklarından yararlanarak ortak bir kalkınma güdüsü yaratması olarak tezahür etmektedir. Bu çalışmanın amacı dünyada hızla yayılan ve ülkemiz için yeni olan yerel kalkınma kavramının belediyeler açısından değerlendirilerek belediyelerin yerel kalkınmaya katkılarını incelemek ve belediyelerin kalkınma konusunda yapabilecekleri hususunda öneriler geliştirmektir.
The local development approach appears as a new concept adopted by local governments in Turkey since the 1980s with the failure of the traditional development model to meet the existing needs. The number of increasing population and the number of existing needs of the population and the diversity of the world has revealed the necessity of abandoning the traditional municipality in our country as well as in the world. The results of the new generation of urbanism conception are the changes of the routine urbanism conception in the cities, as well as the basic municipal services such as the sub-structure, road, green space arrangements, as well as the provision of social and economic development, the emergence of a common urbanism consciousness and the creation of a common development drive by taking advantage of the differences of the stakeholders of different qualities that form the city and the principle of cultural multiplication. The aim of this study is to evaluate the concept of local development, which is rapidly spread in the world and is new for our country, from the point of view of the municipalities, to examine the contribution of the municipalities to local development and to develop suggestions on what the municipalities can do in terms of development.
