Abstract:

In recent years, central governments in the world have begun to share powers and duties with local governments as a result of the expansion and volume of public service delivery processes. The bottlenecks in the central government also reinforced this situation. In such an environment, in parallel with the development of the standards of democracy, local governments have become increasingly important institutions. In such a process, social expectations towards social municipality principles and practices, which are among the important functions of local governments, have also increased rapidly. In this period, within the scope of the social policies that came to the agenda regarding local governments, decision-makers decision-makers and practitioners both in the central government and in local governments, thought that they could provide important benefits for the populist political goals of the central government through social policies, and engaged in social municipality activities. Social municipality, which is the focus of this study, gives planning and regulation functions to local governments in social areas; within this framework, directing public expenditures to social purposes, including housing, health, education and environmental protection; It envisages producing conscious policies in order to provide assistance to the unemployed and orphans, to coordinate social solidarity and integration, to carry out socio-cultural activities and studies, to make the necessary infrastructure and investments; It emerges as a model that imposes socialization and social control functions on local governments in order to strengthen the weakening social security and justice concepts among individuals and social segments. In this context, in this study, the subject of social municipality was discussed with the literature review method and the history of social municipality in Turkey was examined in outline. Qualitative evaluations were made on theoretical domestic and foreign sources, and the place of social municipality in the public service delivery process in Turkey was briefly evaluated, especially through the applications in Istanbul Metropolitan Municipality.
