Abstract:

In this study, it is handled how the government created a road map from the first moment of earthquake to help the people of the region in difficult situations and in order to solve the problems caused by the great earthquake that occurred based in Erzincan in the east of Turkey on December 27,1939. Due to the inadequate building stock in the region in terms of construction techniques and materials used, with the result of the earthquake which caused great destruction on the people of the region exposed to massive difficulties due to the winter season. This earthquake occurred memories that will not be forgotten for many years in the minds of the people living in Erzincan eleven provinces to directly affected with aid committees quickly formed within the country were tried to be met the near and long term needs of earthquake victims. Apart from the aid efforts carried out within the country, both countries in the region and countries in more distant geography and aid organizations were not indifferent, provided various amounts of in kind and cash aid to this great disaster. In the study, the state’s intervention to the disaster with the earthquake occurred, criticisms towards this intervention, and the issues that were left out during the intervention were evaluated together through archieve document and newspaper of the period.
