Abstract:

It is is an established fact that states are not the only actors in international system. Both international actors such as institutions and organizations acting above state level and sub-societal actors such as the military and civilian bureaucracy, the media and society organizations play active roles in the decision-making processes of foreign policy. Not only do such actors have an individual impact on decision-making process of the states, they also make contributions to the foreign policy outcomes by affecting one another. During the recent decade, Turkey's civil society organizations (CSO) have undertook a greater role in “the Cyprus issue and relations with Armenia”,which have been two main problem areas of Turkish foreign policy for many years. This study aims to analyze the CSOs' approach to Turkish foreign policy in general and to the Cyprus issue and the relations with Armenia in particular. The study consists of three parts. First, the roles of CSOs in Turkish foreign policy and some problems of these roles will be analyzed. The second section examines the role of CSOs in Turkey-Armenian relations. The last section focuses on the approaches and contributions of CSOs in Cyprus issue.
