Abstract:

Home care, historically having a long history, is now re-discovered by countries. Global developments, reduction in social spending, financial and economic difficulties, aging population, the extension of ageing periods with advances in health and technology, changes in demographic structure, corporate health capacity deficiency and psychological and social problems created by home care to individuals are effective in recognition as a social policy field in home care services. But each country’s home care approach varies according to the country’s dynamics. In the national summer on the practices of home care in Turkey, a study that offers a legal corporate framework from the perspective of public administration and public policy has not been found. The aim of this study is to define home care services that have spread in recent years with the concept of integrated health from a social-political perspective to the public administration perspective, and to compare the implementation and construction in the world and in our country. It is among the findings from the study that the countries are informal model of care and they are oriented to market, the policies for family-making are produced, the authority is decentralized and given to local governments. From our country’s point of view, the main actors are the relevant ministries, the local governments, as well as public hospitals, the private sector and volunteer organizations that operate in this field. In the political sense, the system is based more on social assistance. Academically, in national summer, healthcare and home care are used in place of each other.
