Abstract:

Poverty is an important social problem that is common all over the world. Although it is not possible to eliminate poverty completely, poverty can be tackled by diversifying the income sources of society segments and increasing their income levels. The impact of social assistance on social income distribution differs from one country to another. In Turkey, uneven distribution of the assistance, low amount given per assistance and lack of communication between relief agencies reduce the effectiveness of the assistance. Transactions regarding social assistance provided by the public are carried out by institutions and organizations operating both in the center and locally. Almost all of the social assistance activities at the local level are carried out by municipalities. In practice, it is considered that municipalities are not transparent about the distribution of social assistance, it has been observed that nepotism comes to the fore in the distribution of assistance to beneficiaries.
