Vladimir Viladimiroviç Putin, devlet başkanı seçildiği 2000 yılından itibaren her geçen gün popülaritesini ve oy oranlarını artırabilmeyi başarabilmiştir. Bu durumun birçok sebebi bulunmakla birlikte en önemli sebeplerinden birisi de Putin yönetiminin uygulamış olduğu halkla ilişkiler ve iletişim uygulamalarıdır. Kişisel ve ülkesinin uluslararası imajı için halkla ilişkiler şirketlerine ciddi kaynak aktaran Putin, önemli gazetelerde küresel sorunlar ile ilgili makaleler yayınlatmış, bazı önemli etkinliklerin Rusya’da düzenlenmesini sağlayabilmiş, her yıl düzenlemiş olduğu “Direk Hat Programı” ile halkına ulaşılabilir ve şeffaf bir başkan olduğu mesajını verebilmiştir. Ülkesinin farklı bölgelerinde “Devlet Başkanlığı İletişim Ofisleri” kurdurarak halkla doğrudan temas sağlamaya çalışmıştır. Tüm bu uygulamalar Rus halkının Putin’e olan güvenini artırmakta ve ülkelerinin emin ellerde olduğu fikrinin Ruslar arasında yaygınlaşmasına sebep olmaktadır. Temel amacı Putin’in halkla ilişkiler ve iletişim uygulamalarının ele alınması olan bu çalışmada; Putin’in kısa biyografisine yer verilerek, uygulamış olduğu halkla ilişkiler ve iletişim yöntemleri ele alınmıştır.
Putin has been able to increase his popularity and vote day by day since 2000 when he was elected president. For this situation, one of the most important reasons is the public relations and communication practices implemented by the Putin administration. Putin transferred serious resources to public relations companies for his personal and international image of his country. Putin has published articles about global issues in important newspapers, has enabled some important events to organize in Russia, and has been able to reach the public with his "Direct Line Program". He tried to establish direct contact with the public by establishing "Presidency Communication Offices" in different regions of his country. All these practices increase the trust of the Russian people in Putin and cause the idea that their country is in safe hands. In this study, the main purpose is to address the public relations and communication practices of Putin.
