Turgut Özal Türk devlet hayatınınönemli simalarından birisidir. 1980-90 yılları arasında üstlendiği sorumluluklar sebebiyle siyasetten ekonomiye, kültürden dış politikaya birçok alanda kendi ifadesiyle bir transformasyonun baş aktörüdür. Özellikle sorumluluk üstlendiği yıllarda Türkiye’nin yaşadığı ekonomik bunalımı tanımlamakta ve bu süreçten çıkıştaki kararlı tutumu sürekli gündem oluşturmuştur. Mühendislik formasyonuna sahip olan bir şahsiyetin başta “24 Ocak Kararları” olmak üzere Türk siyasetinde başbakan sıfatıyla tercih ettiği iktisat politikaları son derece önemlidir. Hem düşünce hem de uygulama düzeyinde genel hatlarıyla liberal iktisadi yaklaşımla özdeşleştirilen bu tutumun dönemin maliye politikalarına nasıl yansıdığının tespiti çalışmanın amacını oluşturmaktadır. Amaca ulaşmak için kullanılacak yöntem dönemin bütçelerinin analiz edilmesidir. Bütçe analizlerinden hareketle kamu gelirleri-kamu giderleri ve bütçe denkliği konuları değerlendirmeye tabi tutularak, bu veriler ışığında uygulamaların iktisadi liberalizmle olan bağlantısı tanımlanmaya çalışılmıştır.
