Çok kriterli karar verme yöntemlerinin karşılaştırmalı kullanımı ile Türkiye’deki illerin yaşam kalitelerinin değerlendirilmesi

Çok Kriterli Karar Verme (ÇKKV), birbiri ile çelişebilen kriterler altında değerlendirerek alternatifler arasından en uygun olanın belirlenme süreci olarak tanımlanmaktadır. Bu çalışma Gri İlişkisel Analiz (GİA), MOORA ve PROMETHEE yöntemlerini kullanarak Türkiye’deki illerin yaşam kalitelerini değerlendirmiştir. Bu çalışma ile farklı ÇKKV yöntemlerinden elde edilen sonuçlarının karşılaştırılması amaçlanmıştır. Çalışmada Türkiye İstatistik Kurumu verilerinden faydalanılarak 81 ilin yaşam kalitesi 41 kriter ile değerlendirilmiştir. Uygulama sonuçları doğrultusunda en az iki yöntemle ilk beş sıralamasına giren iller: İstanbul, Yalova, Ankara, Antalya, Karabük ve Zonguldak olarak belirlendi. Buna karşılık, en az iki yöntemle derecelendirilen son beş ilin Ağrı, Iğdır, Muş, Şanlıurfa ve Hakkâri olduğu tespit edildi. Çalışmada yapılan uygulamalar ile farklı ÇKKV yöntemlerinin anlamlı düzeyde farklı sonuçlar verebileceği gösterilmiştir. İllerin yaşam kalitelerinin belirlenmesinde, illerin sıralanmasından ziyade sınıflandırılmasının daha anlamlı olabileceği öngörülmüştür.

Abstract:

Multi-Criteria Decision Making (MCDM) is defined as the process of determining the most suitable alternative among the alternatives by evaluating the criteria that may conflict with each other. This study uses Gray Relationship Analysis (GRA), MOORA and PROMETHEE methods to rank the quality of life in the Turkey’s provinces. The study aims to compare the findings obtained from different methods. The study evaluated the quality of life between Turkish provinces under 41 criteria by utilising data from Turkish Statistical Institute. In line with the results, the top five provinces ranked by at least two methods were found as Istanbul, Yalova, Ankara, Antalya, Karabük and Zonguldak. In contrast, the last five provinces that were ranked by at least two methods were found to be Ağrı, Iğdır, Muş, Şanlıurfa and Hakkâri. The applications made in the study revealed that different MCDM methods can yield significantly different results. It is predicted that it would be more meaningful to classify the provinces rather than rank them in determining the quality of life.
