Abstract:

In 1962, 1963, 1969, 1990, 1999 and 2011 the regulations were amended. This study aims to compare the changes made in the regulations relating to the selection of inspectors, discipline, register, chairs, work centers, professional experience, training, tasks and the forms of performing tasks. Research is a type of document examination. The documents covered by the study are the regulations published in the Official Gazette in Turkey on 15 June 1962, 14 May 1963, 15 November 1969, 27 October 1990, 13 August 1999, 24 June 2011. The name of the regulations has been reached through the official newspaper’s website. The relevant regulations were originally accepted since they were taken from the official newspaper. First, the regulations were analyzed and interpreted by comparison. When the regulations are examined, the qualification of "minimum eight years of teaching experience" as a professional experience is the most specified, while managers are also emphasized to keep this period short. In addition, the most detailed articles regarding the registration and discipline were written in the regulations published in 1990 and 1999, the importance given to education was increased in the regulations published in 1990, the inspectors were appointed with the approval of the minister since 1990, the inspectors were increased in the field of duty, but the same increase in the training received was not seen, the inspectors who served in the provinces were assigned by the provincial educational director or governor.
