Bu çalışmada, 2007-2018 dönemi için Türkiye’de maliye politikalarının sürdürülebilirliği kamu borç stoku ve faiz dışı bütçe dengesi değişkenleri kapsamında analiz edilmiştir. Bu doğrultuda, söz konusu değişkenler arasındaki eşbütünleşme ilişkisi sınır testi yaklaşımıyla araştırılarak dönemlerarası bütçe kısıtının geçerliliği sınanmıştır. Elde edilen sonuçlar, çalışmanın hipotezini desteklemekte ve incelenen dönemde mali sürdürülebilirlik koşulunun sağlandığını göstermektedir. Ayrıca, uzun dönem tahmin sonuçları faiz dışı bütçe fazlalarının kamu borcunu zamanla azaltacağını, yani mevcut politikalarla kamu borcunun ve bütçe açıklarının sürdürülebilir olduğunu ortaya koymaktadır.
In this study, the sustainability of the financial policies in Turkey for the period 2007-2018 was analyzed within the scope of the public debt stock and non-利息 budget balance variables. In this regard, the equalization relationship between the variables in question has been examined by the border test approach to the validity of the inter-period budget limit. The results obtained support the study’s hypothesis and indicate that the financial sustainability conditions were provided during the study period. Furthermore, long-term forecast results show that non-profit budget surplus will reduce public debt over time, which means that public debt and budget disadvantages are sustainable with current policies.
