Abstract:

Urban logistics systems have become important factors affecting the urban economy as well as the physical, economic and social framework of cities. The work on this system that begins to acquire a new place as a concept in Turkey is also a solution to urban problems. The purpose of the article is to evaluate urban logistics mobility in terms of urban-regional planning, discuss the changes that will occur through logistics mobility and the policies that will contribute to the solution of potential problems. The article is the first study that examines the importance of urban planning by addressing the spatial effects of the urban logistics concept, which entered the government program in 2012 and is in the process of completion of the İzmir-Kemalpaşa Logistics-Industrial Services (Izmir-Kemalpaşa Logistics Village). The article is based on a mixed methodology that includes quantum and quality assessments. After the literary work on the urban logistics concept, evaluations for change formed by the decision of the İzmir-Kemalpaşa Logistik village field research, municipality, OSB, etc. The data obtained from the institutions and the thesis, articles and book scans, the plan examinations and the survey work are carried out in the framework of the company’s demands for the logistics village. The survey was carried out face-to-face with 75 companies and was evaluated with the help of the SPSS 25 package program. With this article transferring the changes that occurred after the decision of the İzmir-Kemalpaşa Logistics Village, it was evaluated within the scale of the İzmir-Manisa 1/100000 Environmental Planning Plan. Consequently, the need for the concept of urban logistics not to be considered only as a sectoral element is of importance in terms of the discussion of the recommendations on the proper planning of the spatial effects of logistics mobility and what should be done to ensure cyclic utility.
