Abstract:

The tradition of democracy is a tradition acquired in the local and transmitted from the local to the national. There is a particular relationship between local governments and democracy that needs to be examined. This relationship has been studied and analyzed by many experts for many years. In this context, the e-participation phenomenon, which is a developing phenomenon in Turkey, is considered a source of democracy in the local sense. Participation is vital for the processing of democracy. In today’s conditions, the understanding of management has been a topical subject because of the need to follow the developments in information and communication technologies and time capture. The study, first of all, provides the necessary pre-information for the development of the topic, referring to the relations between local governments and democracy, the concepts of local democracy, democratic local governance and local autonomy that arise from this relationship. Later, along with the identification and explanation of the concept of e-inclusion, a discussion on the importance, effects and areas of application of e-inclusion in the local area arises. In Turkey, the explanation of the e-participation phenomenon that is still developing and the area of application is narrow, the explanation of the benefits it will create and the presentation of implementation recommendations is concluded. The work was prepared with the aim of creating a resource for the expansion of the area of e-inclusion in Turkey, starting from local with the importance of e-inclusion applications in the local sense. It has been tried to analyze the roles that e-participation can play in the development of a local understanding of democracy using the practical assessment and political research method. The research has found that in local governments with elements of e-inclusion and successful implementation of e-inclusion practices, significant steps will be taken in the way of achieving a broader civil participation, a more democratic structure, a stronger relationship between democracy and local governance, and a new dimension of democracy culture.
