Özet Girişimciliği özel sektör uygulamaları bağlamında inceleyen çalışmalarda girişimcilik sürecini risk alma, inovasyon ve prokativite boyutlarıyla ele alan bir yaklaşım hakimdir. Son otuz yıldır kamu yönetimi literatüründe de yer bulmaya başlamış olan girişimcilik konseptinin özel sektörde gözlenen süreçlerden farklı olması gereği yoğun olarak tartışılmaktadır. Bu anlamda kamu örgütlerini özel sektördekilerden ayıran yapısal, yönetsel ve kültürel niteliklerine uygun olarak gelişen girişimcilik yaklaşımlarına ihtiyaç duyulmakla birlikte, kamu yönetimi literatüründe bu konuda ortak bir perspektife ulaşılmadığı gözlenmektedir. Bu çalışmada kamu hizmeti sunan geleneksel kamu örgütlerinin yapısal, yönetsel ve kültürel karakteristikleri çerçevesinde girişimci aktivitilere ne denli elverişli oldukları risk alma, inovasyon ve proaktivite boyutlarıyla detaylı bir şekilde incelenerek, kamu yönetimi akademisyen ve uyguluyacılarına katkı sağlayacağı düşünülen değerlendirmeler yapılmıştır.

Summary Entrepreneurship is a approach that masteres the entrepreneurship process in studies in the context of private sector practices with the dimensions of risk taking, innovation and proactivity. The concept of entrepreneurship, which has also started to find a place in public administration literature over the past thirty years, is widely discussed because it is different from the processes observed in the private sector. In this sense, it is necessary to develop entrepreneurial approaches in accordance with their structural, administrative and cultural qualities that distinguish public organizations from private sectors, but it is not observed that in public administration literature a common perspective has not been achieved. In this study, the structural, administrative and cultural characteristics of the traditional public organizations offering public services are considered to contribute to public administration academics and practitioners, by examining in detail how favorable they are to entrepreneurial activities with the risk-taking, innovation and proactivity dimensions.
